We are on the same page, if you know that something is a constant by nature and will never change in the future then Enum all the way.

But if you're using enums extensivley in your domain you will fall with what i've mentioned. The solutions can be an overkill for sure for small solutions and might not be worth it.

Everything's a tradefoff, just my 2cent on what to consider when using enums.
